Montenegro holds a distinctive place today among the candidate countries for European Union membership. All 33 negotiating chapters are open and 18 are provisionally closed, and the country currently leads the accession process.

Progress in the negotiations is only one part of the picture. Montenegro already uses the euro, its property market is open to international buyers, and Podgorica has a price and demand dynamic of its own.

Below we look at the concrete figures that explain where Montenegro and Podgorica stand today, keeping what the numbers show clearly apart from what cannot yet be claimed about the market's future.

Montenegro's negotiations with the European Union run through 33 negotiating chapters. All are open, and 18 have been provisionally closed to date. The most recent two, chapter 8 on competition policy and chapter 29 on the customs union, were provisionally closed on 14 July 2026.

Six chapters in all were provisionally closed during 2026, and the Council of the European Union currently describes Montenegro as the frontrunner of the accession process.

Montenegro has set itself the aim of concluding negotiations by the end of 2026, with membership targeted for 2028. That timeframe is an aim: final accession depends on the negotiating process being completed and on every procedure that follows it.

For the property market, European integration is an important part of the economic and institutional context in which the country is developing.

Euro

Montenegro uses the euro as its official means of payment.

For buyers from the eurozone, that simplifies both the purchase and the later management of a property, because the price, the transaction and the associated costs are not exposed to conversion between a local currency and the euro.

In an international property purchase, that removes one more variable from the decision.

In the second quarter of 2026 the average asking price for an apartment in Montenegro was 2,970 €/m², up 1% on the same period a year earlier.

The differences between cities show how far the markets within Montenegro differ from one another.

Tivat 4,391 €/m², Kotor 3,701 €/m², Budva 3,309 €/m², Herceg Novi 3,190 €/m², Bar 2,797 €/m², Podgorica 2,672 €/m².

These figures are average asking prices and should be distinguished from the prices at which individual transactions are completed.

The average price of an apartment in Podgorica in the second quarter of 2026 was 2,672 €/m², up +9.2% on the year.

Podgorica has the market dynamic of a capital city. Work, education, administration and year-round living create a different pattern of demand from destinations whose markets are shaped more strongly by tourism and the season.

That difference is what gives Podgorica its distinct place within the Montenegrin property market.

The average price per square metre is one of the first figures a buyer looks at when comparing properties. Even so, it is only one part of the overall picture.

At Emerald Garden Residence, alongside the residence itself, the plans include a 5,000 m² private park, a 25-metre pool, Wellness & Spa, a fitness centre, an international school and a nursery, controlled access, a reception and 24/7 security, together with materials and technical systems that are an integral part of the project.

In a comparison like this the floor area still matters, but the value of a residence is also set by everything that begins beyond its front door and continues through the rest of the complex.

Yield

What does a 4.5% gross yield in Podgorica mean?

According to Estitor's data for the second quarter of 2026, the estimated average gross rental yield in Podgorica is 4.5%.

The key word is gross. Taxes, maintenance, vacant periods, furnishing, property management and other costs all affect the final net result.

So this figure is an indicator of the current market, while the actual yield of an individual property depends on its price, how it is let, its occupancy and its costs.

Foreigners

The Montenegrin market is open to international buyers

Purchase terms are identical for residents and non-residents.

Montenegro has attracted international property buyers for years, and the use of the euro further simplifies the process for buyers from the eurozone.

A specific purchase needs to take into account the tax treatment, notary and other associated costs, and the status of the property itself.

Buying property does not in itself provide grounds for acquiring Montenegrin citizenship.

Market data offers a useful snapshot of the moment the market is in.

Estitor's price data is based on active listings on the platform and represents asking prices, which may differ from the final prices achieved on sale. For Podgorica, Estitor also states that the average negotiated discount is between 5 and 10%.

The same applies to historical growth. A figure for how much prices changed over the past year describes what has already happened and is not a projection of a property's future value.

That is why we treat these figures as context for understanding the market and where it currently stands.
